The duty to protect adults at risk from abuse, harm, and neglect, set out for England in the Care Act 2014 and local safeguarding procedures.
Safeguarding means protecting an adult's right to live in safety, free from abuse and neglect. In England the duties sit within the Care Act 2014, which places responsibilities on local authorities and requires providers to work with local safeguarding arrangements.
In practice, care homes must recognise and report concerns, keep records of incidents and the action taken, and support residents through any safeguarding enquiry.
Why it matters for care homes
Safeguarding runs through every CQC key question and is a mandatory reporting area. Timely, well-documented responses to concerns are essential evidence that people are kept safe.
